海口国家高新区园区简介

01总体情况

海口国家高新区是我国第一批国家级高新区。1991年经国务院批准成立，总规划面积85.42平方公里，以“一区七园”格局多元化发展，下辖：美安生态科技新城、药谷工业园、狮子岭工业园、海马工业园、云龙产业园、海口观澜湖旅游园区、西海岸总部经济区。

Established in 1991 with approval from the State Council, the Haikou National High-Tech Industrial Development Zone is among China's first national high-tech zones. It spans a total planned area of 85.42 square kilometers and adopts a diversified "one zone, seven parks" development structure, comprising: Meian Ecological Science and Technology New Town, Yaogu Industrial Park, Shiziling Industrial Park, Haima Industrial Park, Yunlong Industrial Park, Haikou Mission Hills Tourism Park and West Coast Headquarters Economic Zone.

海口国家高新区是海南自贸港唯一涵盖“旅游业、现代服务业、高新技术产业”三大主导产业的重点园区。高新技术产业，重点发展“3+X”产业，“3”即生物医药与医疗器械、高端食品加工、节能环保产业，“X”即先进制造业等产业。旅游业，重点发展“旅游+影视演艺、免税购物、商务休闲、文化体育等”。现代服务业，重点发展现代物流、科技研发、金融服务、高端专业服务等。

As the only key park in Hainan Free Trade Port encompassing the three leading industries of "tourism, modern services, and high-tech industries," the zone focuses on the "3+X" high-tech industries. The "3" refers to biopharmaceuticals and medical devices, high-end food processing, and energy-saving environmental protection industries, while "X" includes advanced manufacturing and other sectors. In tourism, the emphasis is on "tourism plus film and performance, duty-free shopping, business leisure, and cultural sports". Modern services focus on modern logistics, scientific research and development, financial services, and high-end professional services.

02建设进展

2024年，园区工业总产值完成514.7亿元，同比增长4.1%；营业总收入完成751.3亿元，同比增长0.6%；税收收入完成60.16亿元，同比增长3.6%。

In 2024, the zone achieved an industrial output value of 51.47 billion yuan, a year-on-year increase of 4.1%. Total operating revenue reached 75.13 billion yuan, up 0.6%, and tax revenue amounted to 6.016 billion yuan, growing by 3.6%.

截至2024年12月31日，累计有注册企业数12929家，其中，规模以上纳统企业278家、高新技术企业数172家；各类科创平台达58个，其中，省级以上科创平台39个;有就业人员4.16万人，包括878名海南省高层次人才。

As of December 31, 2024, the zone housed 12,929 registered enterprises, including 278 above-scale enterprises and 172 high-tech enterprises. There are 58 scientific and technological innovation platforms, 39 of which are at the provincial level or above. The zone employs 41,600 people, including 878 high-level talents recognized by Hainan Province.

园区代表企业包括：新兴际华、齐鲁制药、先声药业、葫芦娃药业、维力医疗、华熙生物、新华医疗、康哲药业；农夫山泉、东鹏特饮、椰树集团、南国食品、雨帆乳业；立昇净水、赛诺、裕同科技、大胜达、大唐集团；吉利集团、佛山照明等。

Representative enterprises in the zone include: Xinxing Jihua, Qilu Pharmaceutical, Simcere Pharmaceutical, Hainan Huluwa Pharmaceutical, Well Lead Medical, Bloomage Biotechnology, Shinva Medical Instrument, Lee's Pharm, Nongfu Spring, Eastroc Beverage, Coconut Palm Group, Hainan Nanguo Foodstuff, Yufan Dairy, Hainan Litree Purifying Technology, Sinomed, Yutong Buses, Sdpack, China Datang Corporation, Geely and Foshan Electrical and Lighting.

03发展成效

形成国家级产业集群。园区生物医药产业集群被认定为国家中小企业特色产业集群，承担我国第二个重大新药创制国家科技成果转移转化试点建设任务。

Formation of National Industrial Clusters: The zone's biopharmaceutical industry cluster has been recognized as a national SME characteristic industry cluster and is undertaking China's second major new drug creation national science and technology achievement transfer and transformation pilot construction task.

构筑国家级双创平台。被评为国家A级孵化器、国家大众创业万众创新示范基地、国家知识产权示范园区等，入选国家级知识产权服务业高质量集聚发展试验区。

Establishment of National Innovation Platforms: The zone has been rated as a national A-level incubator, a national mass entrepreneurship and innovation demonstration base, and a national intellectual property demonstration park. It has also been selected as a national high-quality intellectual property service agglomeration development pilot area.

建设国家级制度创新实践地。主导探索的“极简审批”六项改革措施被国务院办公厅通报为优化营商环境典型做法，“‘三线一单’引领海口高新区高质量发展”案例入选生态环境部制度创新成果推广清单，进入国家第一批城市和产业园区减污降碳协同创新试点名单。

Implementation of National Institutional Innovation Practices: The "streamlined approval" six reform measures pioneered by the zone have been recognized by the General Office of the State Council as typical practices for optimizing the business environment. The case of "'Three Lines and One List' Leading Haikou High-Tech Zone's High-Quality Development" has been included in the Ministry of Ecology and Environment's institutional innovation achievements promotion list, and the zone has been selected as one of the first batch of national urban and industrial park pollution and carbon reduction collaborative innovation pilot areas.

打造对接国家重大战略的区域合作示范点。贯彻落实习近平总书记关于“广东海南相向发展”等重要指示，推进广东海南先进制造业合作产业园建设，产业园规划面积近17平方公里，于2024年1月开工建设，已引入企业330家，落地产业项目47个。贯彻落实习近平总书记关于自贸港要“深化同长江经济带、长三角等区域合作”等重要指示，打造上海张江集团—海口国家高新区“双向孵化器”，落地由复旦大学药学院与延安医药共同成立的生物医药联合研发中心。

Development of Regional Cooperation Demonstration Points Aligned with National Strategies: In response to President Xi Jinping's directive on "coordinated development between Guangdong and Hainan," the zone is advancing the construction of the Guangdong-Hainan Advanced Manufacturing Cooperation Industrial Park. With a planned area of nearly 17 square kilometers, the park commenced construction in January 2024 and has attracted 330 enterprises, with 47 industrial projects already in place. Additionally, following President Xi's guidance on deepening cooperation between the free trade port and regions like the Yangtze River Economic Belt and the Yangtze River Delta, the zone has established the Shanghai Zhangjiang Group—Haikou National High-Tech Zone "Two-Way Incubator." This initiative has led to the establishment of a biopharmaceutical joint R&D center by Fudan University's School of Pharmacy and Shanghai Yan'an Pharmaceutical.
